I have found the most cost effective rentals are renting pavilions at the local parks. Alot of them have enclosed, heated halls or party rooms and some even offer fridge and stove. You can also bring in your own food and drinks. Google the Milwaukee and Waukesha County Parks websites and all renting info should be there.

I agree with the parks recommendation.
I rented a nice room (with a full kitchen) through the Wauwatosa parks system. It was the building at Hart Park. We hosted my BFF's baby shower there. The room was a nice size, we were able to bring in our own food and drink and had a really nice time.
I think Tosa might be a bit more expensive, but definitely go through the parks! They have nice resources for decent prices. -
I'm a big fan of kids in motion in New Berlin. Their rates are very reasonable and you can bring your own food! Plus, the kids always have a blast.
